Is It Legal

How a lawfully issued Vanuatu passport is verified at the border and how to tell a genuine route to one from a forgery offer.

A Vanuatu passport obtained through citizenship by investment is legal when it rests on a genuine grant of citizenship by the Citizenship Commission and has been issued by the Vanuatu Department of Immigration and Passport Services; at the border, its authenticity is verified the same way as any other national passport, by inspecting the booklet, reading its machine-readable data and checking it against the records available to the inspecting authority. A passport bought outside that process is not a shortcut but a forgery, and it will be treated as one.

This page is for holders and prospective applicants who want to understand why a lawfully issued Vanuatu passport is accepted, how officers and airlines check that a booklet is real, and how to tell a genuine route to a passport from a fraudulent offer. It also explains what the European Union's visa decisions do and do not mean for the legal standing of the document.

What Makes a Vanuatu Passport Legal?

Legality comes from the chain of decisions behind the booklet, not from the booklet alone. For a citizen by investment, that chain has three links:

  1. A lawful application lodged through a designated agent, the only channel through which the Citizenship Office accepts investment-based files.
  2. A grant of citizenship by the Citizenship Commission, after due diligence and payment of the contribution, evidenced by a certificate of citizenship.
  3. Issue of the passport by the passport authority to a person recorded as a citizen of Vanuatu.

If any link is missing, the passport is not legitimate, however convincing it looks. This is why the certificate of citizenship matters: it is the document that proves the basis for the passport. The agent's part in that chain at the issuing stage is described on our page about the agent's role when a passport is issued.

How Is Passport Authenticity Verified at the Border?

Border checks combine several independent layers. A forgery has to defeat all of them; a genuine Vanuatu passport passes them because its data is consistent everywhere it is checked.

Physical inspectionPrinting, paper, laminate, photo integration and other security features of the bookletBorder officers, sometimes with magnifiers and ultraviolet light

The data printed on the photo page and the coded lines beneath it are explained field by field on our data page guide, and the electronic features are covered on the biometric passport page.

When a Genuine Passport Is Still Questioned

Being asked about a passport is not the same as being suspected of fraud. Officers may ask questions when a traveler holds a nationality they rarely see, when the holder was not born in the issuing country or when the passport is new. A Vanuatu citizen by investment may be asked how and when they acquired citizenship. Calm, consistent answers and, where helpful, a copy of the certificate of citizenship usually resolve the matter.

A genuine passport can also be refused for travel when it is damaged, when its number has been reported lost, or when the traveler lacks a required visa. These are problems of validity or entry conditions, not of authenticity.

Does the EU Visa Requirement Mean the Passport Is Not Recognized?

No. The EU's measures concern visa-free travel, not the validity of the document. The Council first partially suspended the visa waiver agreement in 2022 through Council Decision (EU) 2022/366, then fully suspended it from 4 February 2023. Under Regulation (EU) 2025/11, Vanuatu has been listed among the countries whose nationals need a visa, on a permanent basis since 3 February 2025.

Vanuatu citizens can still apply for Schengen visas with their passports, and those passports remain valid travel documents. The concern behind the EU decisions was the screening of investment applicants, which is one reason the due diligence stage is now taken so seriously. The United Kingdom has also required a visa from Vanuatu nationals since 19 July 2023, again without questioning the legality of the document itself.

How Do You Spot an Illegal Passport Offer?

Fraudulent sellers rely on applicants not knowing how the lawful process works. Treat any of the following as a reason to stop:

  • A passport offered without a citizenship application, due diligence or a certificate of citizenship.
  • A promise of delivery within days, or "no documents required".
  • A price far below the Development Support Program contribution, which starts at US$130,000 for a single applicant.
  • Payment requested in cryptocurrency or to a personal account; the lawful contribution is paid in US dollars and cryptocurrency is not accepted.
  • A seller who cannot name the designated agent lodging the file.
  • An offer of a "second" passport under a different name.

Using a forged or fraudulently obtained passport is a criminal offense in most countries, and the holder rather than the seller usually carries the consequences at the border.

Protecting the Legitimacy of Your Own Passport

Holders can do a great deal to keep their Vanuatu passport beyond question:

  • Keep the original certificate of citizenship safe and carry a copy when traveling to countries where you expect questions.
  • Report a lost or stolen booklet promptly, as explained on our replacement page, so that nobody else can use it.
  • Make sure your data page details match your other identity documents, and correct errors quickly.
  • Renew through the official channel, never through an intermediary who cannot show how the application will be lodged.
